Bilbo's standard guarded attachment tricks apply: play Sting, then commit Bilbo to the quest. Later, remove him via Elevenses, and re-commit him with Hobbit Pony, doubling your willpower bonus and damage dealt.
Sting itself should go to Tom, who gets Fast Hitch-- probably 2 copies, and 1 to Rosie.
Galadriel helps keep threat low, and helps with card draw. She gets the Unexpected Courage so her Nenya action can also be used.
Tom can be granted Sentinel should you choose to include that attachment in another deck.
