As of me writing this there was no deck with these 3 heroes so I came up with this deck to take advantage of Denethor's high resource acceleration. Usually discarding and Rohan allies can get pricy even with Théoden but with a turn 1 Steward of Gondor, we can set up our combos faster and more efficiently, as Denethor can pass his own resource to a spirit hero who has gained the Gondor trait through Steward.
Play Steward on Theoden, then use Mustering the Rohirrim and Elven-light to quickly set up Gamling's recycling machine. Keep drawing your Rohan allies and discard them withput worrying too much about cost. Also play Herugrim and Snowmane on Éowyn while setting up Denethor as a defender with Dúnedain Warning in case you get your defensive allies too late.
Ally Arwen Undómiel should replace Warden of Helm's Deep if there is no hero version in play. Use her buff on Denethor.
