Nice deck. Some Master of the Forge could be good to accelerate finding the key Attachments.

i think it will thread out to fast. starting with 38 and no threadreduction? lives not long enough to make tough quests.

seems to be put together without thinking it through:

legacy of numenor, even with staff +2 thread, how many turns do u want to play?

you need full 2 turns to give everybody his staff, or saruman first with "luck" legacy and then u have thread 40.

gwahirs debt... only 3 unique eagles... and then? with muuuch luck get one of the other eagles. with no istari in the deck and so few eagles its near to useless.

what should be the mainfokus of the deck? fighting? untill enough eagles and bears are on the table you threaded out.

questing? o.k. o.k-ish starting willpower (8) but it will not much increase during the few turns the deck lives .

perhaps the concept could make sense as a supporterdeck in multiplayer, but then it needs much threadreduction (in 1-step-ways), or swapping saruman with the helm of secrecy to loragorn.

so, my advice, make gandalf-saruman or gandalf radagast together with a cheap hero (strongly advice motk bilbo or motk gleowine), not the 3 of them.
radagast and saruman are not made to play together, both need to much setup for themself.
