The main focus of the deck is to get a huge Erebor Battle Master by swarming out Dwarf allies as quickly as possible. You then attach Grappling Hook to the battle master and turn him into a questing beast. You can recycle the attachment with Erebor Hammersmith or shuffle it back into your deck with The White Council or Ered Nimrais Prospector. When you start, just focus on the swarm and discard the combo aggressively. Only worry about the combo after your board is full of allies. Erestor and Protector of Lórien allow you to ditch unneeded cards for better effects (you can get the cards back later). If your battle master is too small the hook can also go on Azain Silverbeard who can quest for 4 and ready with Erebor Record Keeper.

Would Second Breakfast work better than The White Council here? Or are you trying to get at Hooks that are buried under a pile of other attachments?

Maybe in multiplayer so you can help an ally, but in solo when white council is the same price, the increased flexibility is a lot better. You can chump block with the twins, then shuffle Kili back in and play the second copy of Fili. You can use it to ready Dain in a critical moment. You can also use it to transfer 1 resource from one hero to another, usually sending it to Ori to pay for a clutch ally. I really only use it to recycle grappling hook when the deck is empty or near empty, and then it is often buried under attachments discarded to Erestor. I've been experimenting with white council and found it to be an underrated card.

Interesting. I can definitely see its use in solo decks that tend to draw through their deck quickly.

Right. In the "empty your deck and recycle the card of you choice" style deck it can be very good because it can recycle allies or attachments. In a deck that spams Gandalf, for instance, it is one of the only ways to put Gandalf back in the deck. I think that is the cards real potential. When it first came out people were focused on the action advantage and found the card under performed, so it was forgotten, but the reshuffle ability is it's most powerful effect.
