This deck makes full [ab]use of the much maligned Message from Elrond to pass a bunch of Outland allies to the other deck (see fellowship). The other deck will discard them to Protector of Lorien and get them back with Men of the West until it has 24 Outland stat-boosting allies under its control.
This deck acts as the "helper" deck for the real Outlands deck, allowing it to get ahold of all the allies it needs to be successful. By using tons of card draw, this deck will be able to pass Outland allies to the other deck with Message. Then, it will use Scroll of Isildur and Second Breakfast to recycle Message from Elrond until the other deck has all the Outlands allies it needs.
As the other deck says, you can get 184 willpower, attack, or defense out of your Outlanders once the full army is assembled (I don't want to see what you do with 3 copies of Light the Beacons and Stand Together), and that means you have no real reason to exist once this happens, other than letting any other decks get some cards with Beravor. In the early game, however, another deck will likely be needed to take on questing and other such activities while the Outland armies gather.
