This is a questing-centered deck for those quests that need massive willpower fast. You can quest for 11 with just your heroes (plus any Éowyn discards). The deck is rather lackluster in combat, but Círdan the Shipwright plus Narya can turn Northern Trackers into decent combat allies, or else help ready the combat player's allies to handle extra enemies that you aren't taking on. Light of Valinor is very useful for Círdan the Shipwright, so you might not want to pair this deck with a Glorfindel deck.
Bilbo Baggins, Bofur, Emery, and Lindir are in there to become Sword-thain as a means of some resource acceleration, as well as improving the willpower of the Pelargir Shipwrights. Elven-light is the deck's primary source of card draw.
The deck has a number of toolbox cards for handling specific situations. Thrór's Key can neuter nasty locations. Light the Beacons can help in a big combat round. Fair and Perilous turns Cirdan into a killer. Ride Them Down turns your willpower into attack for a round. And Dwarven Tomb recycles any toolbox card you happen to need more than once for a particular quest.
