A multiplayer willpower deck.
Get out a couple allies with Timely Aid and Herald of Anórien, and some other cheap allies like Envoy of Pelargir and Squire of the Citadel. I'll often get 5 cheap allies out on turn 1, plus some free Citadel Custodians. Then play A Very Good Tale with your Custodians and get two more allies out.
On later turns you'll get out Faramir and Visionary Leadership, and you can take over questing for the whole group while other players focus on combat.
You can tend to end up with a lot of resources on Denethor (from Steward) by the end of the game. You could pass them off to other players' Gondor heros, or tell your teammates to put in some copies of Parting Gifts (which are in your sideboard).
