I would strongly recommand to add some Rohan warhorses, on Eomer they can be pretty strong !
i would also add Snowmane for Theoden
Good Harvest is also an option to help your paying your spirit allies, aswell as some errand riders.
I found "Tight our belts" quite good too on that composition. As you can manage not playing card from Elfhelm and Eomer, they then can have 3 ressoruces on turn 2.
3 charge of the rohirim here are pretty much useless as you only have 3 Mount in the all deck... 1 is ok, 2 if you really add some more Mounts.
I would defenatly bring 2 armored for Elfhelm, 2 Snowmane and 2 Rohan warhoses.
