This is a deck with which I have managed to win all quests up untill the Against the Shadow cycle (except Return to Mirkwood and Road to Rivendell I think), as well as Massing at Osgiliath. Never tried any of the newer quests
The fun is that it is tactics only.
Opening hand needed cards are Gondorian Shield, Trained for War and either Feint or Thicket of Spears. Offcourse you will not get all of them but they are usefull.
Trained for War is the best way to quest. Vassal of the Windlord is of great use with this.
Legolas can also help on this by killing enemies. With Rivendell Blade and Bow of the Galadhrim this is much easier. Instead you could use Great Yew Bow to attack staging, depends on what you have in hand.
Beregond is the defender here as well as the Feint and Thicket of Spears events
When you deploy your Eagles and using Trained for War you can win most of the quests
