this is a deck i made regarding the latest pack with harads. Expensive allies -> so i thought of making this with elrond+vilya combo. And we know that gandalf hero is also cool with vilya. So the 3 heroes seemed very obvious, only disadvantage is the high starting threat. So therefore i include 3x elrounds council (cheap threat reduction), 1x favor of the valar. (feel free to add double backs or galadrhim greeting or dwarven tombs) but i have made a choice to add not to many blue cards, since we need vilya for blue resource.
the rest seems pretty obvious. the expert hunters allow for great card draw as do gandalf staff. The master of the forge and galadriel are also great to fetch vilya and they can change the top card of your deck if you're not happy with what's on top for vilya trigger. Ofc the wizard pipes are also a must. but still with this built you will have no problems of triggering a vilya with a big ally.
I added other ally's in sideboard that fit also very well in this deck. Legolas and galdor of the havens if you wanna draw even more cards. But i chose to put them in sideboard, because your teammates will have to puzzle already in decks since gandalf is a hero here and legolas and gimli are also played frequently as heroes. Since i play mostly with 2 other friends, i chose not to add to many allies that exist as hero as well.
