This Harad deck aims to build a small but powerful board. With only two heroes, Strider is as important as Steward of Gondor to get out early. It goes on Elrond, who will be able to quest for 5 and still be available to attack or defend, depending on needs.

Kahliel’s Tribesman are in the deck to be discarded for Kahliel's ability, or to be used as chump blocker. You want them to die to make full use of Strider: the board will go no further than five characters in play, the occasional Gandalf notwithstanding.

Vilya becomes less interesting to trigger once all three unique Harad allies are already in play. However it does give Elrond a icon - the two copies of A Test of Will are rarely wasted.

Lembas is the deck sole source of healing. Dúnedain Remedy might be a better choice in damage-heavy quest, since it would be both be repeatable and boosted by Elrond's ability.

Rod of the Steward hardly seems worthwhile in a deck that has Lore access. Even Lórien's Wealth or Gandalf's Search would be better.

@NERD Once the deck gets three big allies on the board, it doesn't have much use for its resources (especially its resources), so an inefficient (but repeatable) card like Rod of the Steward can be worth it. That said, the two card you mentioned should be solid includes.

@Marctimmins89 From what I remember (I haven't played this deck in a while) the three copies of Kahliel's Tribesman were enough. Thank to the headdress one copy can be shuffled back in the deck each round, so they are a steady drip throughout the game. Might be worth squeezing in a few Southron Refugee and see how it goes.
