This is a heavy combat deck that focuses on Éomer destroying a 3-5 hit point enemy in the staging area and then smashing an engaged enemy with the might of the Rohirrim at his back. He can accomplish this through the Rohan Warhorse and Gúthwinë. He is also meant to have Steward of Gondor and a Song of Battle. Steward could easily enough go to Théodred in this deck instead, it's only important that one of the Leadership characters receive said attachment. The Raiment of War is meant for one of the allies, namely Éothain, Déorwine, or a Warden of Helm's Deep.
The first time I played this deck it actually worked quite well without Steward, and was very effective at dealing with enemies in and outside of the staging area. With Steward the following game it allowed me to set up my board that much more quickly especially with card draw from Rod of the Steward.
Terrible to Behold to behold was helpful in a couple instances when I needed to block with Éomer against a larger enemy who had 5 attack or more. It allowed me to keep my board state and deal with smaller enemies first. Although, this was very situational, I might put it on my sideboard instead of in the deck.
