This deck is part of a fellowship designed to use all the cards from the Black Serpent.
Since Southron Refugee is one of the cards, that meant this needed to feature Kahliel and his friends. This takes the bulk of the deck.
Éomer is here to support Fastred. Firefoot Dúnedain Mark and Spear of the Mark are for Eomer.
Burst into Song and Song of Hope work together, though there's also three other songs in the fellowship.
For Oath of Eorl we needed Gondor as well, and while Steward of Gondor does that, Hirgon directly feels the need. Hirgon's ability makes him a natural target for The Red Arrow, but he can also put out Honour Guard cheaply to support Fastred.
Fastred is also the primary target for Captain of Gondor, Dúnedain Warning and Golden Shield, though Raiment of War will also look good on him. If he has the Shield already, Raiment of War would be excellent on Jubayr or Defender of Cair Andros. Pity Khaliel is not a warrior.
