This deck came out of simple idea: Kahliel could use the Palantir to scry the encounter deck and draw cards, hopefully more Harad alllies, and then discard them to ready again. He also works with help from Dúnedain Warning and Arwen Undómiel as a strong defener for the whole board, that can ready multiple times.
To counter the threat raise of this strategy, I include Merry to consistently lower my threat. He also gives my access to Hobbit Pipe/Smoke Rings.
Finally I included Galdor of the Havens to bring the key attachments (Palantir/Steward of Gondor) out early enough. He synergizes great with Kahliel. You can first discard Harad allies to use him as much as possible and then draw 6 new cards.
