Mulligan for Steward of Gondor (how boring).
This is the first deck I built where Steward of Gondor is supposed to go on Denethor. How fitting.
Coincidentally it is also the first deck I built where Black Arrow is supposed to go on Bard the Bowman. How fitting.
Thurindir from ally deck should start with Gather Information, which lets you search for Path of Need. Make sure to save enough resources to be able to afford it round 2.
There are no cards that actually cost resources, that is because I am bad at deck building. If you ask nicely you could get a Song of Wisdom from one of the ally decks, but since there are no cards either, that won't really solve anything :-)
One Legacy of Númenor in round 1 or 2 is an incredibly useful kickstarter. should not be much of an issue with Aragorn ready to strike a Desperate Alliance.
Replacing 3x Legacy of Númenor with 3x Errand-rider would probably be a good idea. It gets rid of the unwanted resources and even has the option to pass them to another player.
