An all blue deck with a combat focus, but bringing other utility to the table. It ought to be able to quest with all of its heroes and still participate easily in combat. Glorfindel won't exhaust, and Idraen will ready through her effect. Tale of Tinúviel can be used on Idraen after she exhausts to defend, exhausting him to boost her defense and attack by 3. If that's not needed, Fair and Perilous can increase Glorfindel's attack by 3.

Zigil Miner and Imladris Stargazer are the resource engine. You'd like to see them both early, along with Elven-light for draw. Círdan the Shipwright also accelerates drawing through your deck.

Allies provide defensive options and some offense as well, including Arwen Undómiel, Jubayr, and Guardian of Rivendell. Narya improves them.

Emery can be played for free. Elven Jeweler and Steed of Imladris put your Elven-light in the discard pile (and so does Cirdan). Gandalf's effect will likely be card draw. Map of Earnil recurs any even you want to use again (note that if you recur Dwarven Tomb you can then recur A Test of Will or Hasty Stroke).

The deck will struggle against big attacks in the early game (4, 5, 6 attack enemies). Later on you can get a 5-defense defender: Jubayr or Guardian of Rivendell with Narya and Arwen's boost. If you really need a lot of defenses, Tale of Tinuviel can also be used to ready that 5-defense Guardian of Rivendell again (after Narya has already readied it!) and boost its stats even more.

The deck can manage multiple small attacks and survive pretty much right out of the gate. It would appreciate healing somewhere else on the table.
