This is my combination of a harad deck and a side quest deck. When I was thinking of where to place Kahliel and his tribe, I starting thinking about sidequests because the entire Sands of Harad cycle is sort of a series of sidequests.

How does it play?

In your opening hand you want to see Grappling Hook. If you have that then you can almost guarantee a side quest in the victory display on turn 1! Attach to Éowyn and combine with her boss slayer ability!

The side quest selection can easily be adjusted but my personal preference is Send for Aid to get another big Harad ally out turn one, or perhaps a Vigilant Dúnadan. Any of the others can also be extremely good, and you may want to alter your choice depending on your group and what they need. The Storm Comes is great for those big ally costs but the problem is in multiplayer other people probably won’t be incentivized to quest toward it unless the build knowing you’ll bring it.

Legacy Blade is very good, and on Kahliel you can get use of its boost twice by readying himself if you need it.

Elf-stone can help you get some of those big allies into play if needed, and Captain's Wisdom is also there to alleviate some of the burden.

Summary

This deck ends up being pretty well rounded. It’s able to quest pretty well, dish out solid damage and defend. It can play well solo and multiplayer thanks to the range and sentinel of the key allies. Assuming a quest allows for sidequesting this deck can be very potent!
