I hadn't run across this line up of heroes so I thought I would give it a go. Basically, Na'asiyah is the early deck combat machine with Théoden boosting Hirgon's willpower. Hirgon can hopefully get some allies in play with a clearer staging area and the base willpower of 6.
This deck tries a little bit of everything. Threat reduction with Secret Vigil, encounter deck manipulation with Wait no Longer, card draw with Foe-hammer and damage prevention with Honour Guard. Allies are typically 2 and 3 cost which allows one to come out each round. There are a ton of weapons for Na'asiyah and the Warrior of Dale which also feeds Sterner than Steel. Favor of the Valar is a safety valve.
Ideal hand has Magic Ring, a Defender of Rammas and a few weapons. Card draw from Gandalf and Foe-hammer can help dig for the ring. Strider and The Red Arrow are much needed boosts.
Basically, bring out your questers as they come off the deck, leave resources on Na'asiyah and grab some weapons. It's done well in Escape from Umbar and Fog on the Barrow Downs.
I would add Legolas for more card draw.
