The motivation of pairing Gandalf with Gondor comes from the 0-cost events Wealth of Gondor and Gaining Strength. Gandalf turns them into card draw, therefore thinning the deck quite significantly while generating resources at the same time. Paired with Mablung’s ability and Denethor’s fast start, you can set up Gondorian Fire and Blood of Númenor at impressive numbers. Path of Need and Justice Shall Be Done are fun closers once you’re set. They aren’t always needed, but for some quests, they can be ridiculously good (think Conflict at the Carrock).
Advice: Gandalf’s ability is “once per phase,” so knowing your phases is quite important. You could play Wealth of Gondor for example in the resource phase if it is on top of the deck, after drawing 1 card, thereby revealing a new card. Then, in the planning phase, you might be able to play the newly revealed card, and so on. Use Wizard Pipe to set up events you’ll play from the top of the deck in order to get the draw engine drawing (that’s also the only way to play out-of-sphere cards such as the cards).
