My goal was to build a 100% thematic Noldor deck that was still powerful enough to play solo, while giving a few lesser used cards some much needed love. After relentlessly testing it against Journey Down the Anduin, I can honestly say that it destroys this quest virtually every time.

Although it doesn't initially appear to make good use of the sphere, Foe-hammer with Rivendell Blade is essential for attack and card draw. Further resources are used to pay for Guardian of Rivendell and to aid in questing once you place Song of Hope on Elladan (ideally with Steed of the North).

By using only inexpensive cards, coupled with enough opportunities to discard extra unique cards, I am quickly able to play all the cards in my hand. This gives the lowly Eregion Survivor the same stats as a 9 Threat Hero and makes for a truly powerful ally. The left-over resources also give the sons of Elrond endless opportunities to do their thing.

Since you start the game with 3 exceptional Heroes, the best set-up hand involves cards that allow you to use your Heroes more than once. Mulligan for Light of Valinor, and/or Steed of the North with Miruvor as an excellent emergency back-up. After these, Imladris Stargazer is your next best friend as she maximizes your draw deck. Use her to prioritize Arwen Undómiel to make Elrohir a truly formidable defender.

If different quests require cards like Hasty Stroke, and/or A Test of Will, Elrond's Counsel can probably give way, but I found that a well-timed Dúnedain Remedy can solve most problems.

For other minor adjustments, Necklace of Girion, Magic Ring, and Rune-master were tough to leave out to keep the deck at 50 cards.
