This is a pretty straightforward Haldir deck. Plenty of willpower to quest, Tactics to bring weapons, and Merry will keep your threat low so you won't engage enemies. There are only three weapons in the entire deck, but using Open the Armory, Bofur, or heed the dream, you should be able to have one out in a turn or two, and a two out a few turns later. Heed the dream can also be used to bring up other useful cards such a Gleowine or Gandalf. Lore resources are the most valuable, so avoid using them for Neutral cards. Robin Smallburrow is a great card in this deck. There's not a lot to use spirit resources for, so you'll be able to trigger his ability quite regularly, and it can make a big difference. Noiseless Movement is also outstanding in this department. Tactics Eowyn will mainly quest, but her ability can come in handy, and with Grappling Hook it becomes more versatile. Haldir with two Bows can snipe pretty much anything from the staging area, and in case of direct damage, Lembas can come up clutch.

You could think about using some Ranger Spikes to supplement Haldir.

Its a nice Deck to play, i used a very similar one often.

What really makes no sense in this Deck is Bofur. He costs 3 Red! And he only have !3! Targets to find (3x Bow of Gala). I really would swap him out for Master of the Forge. Master of the Forge is 1 Cheaper and you not need Red Ressources to cast him - so in same Turn you can Cast Master and play the Weapon you find with him. By far that is not all... Master of the Forge can find ALL your Attachments, not just Weapons like Bofur.

I would also put some one-offs into the Deck like 1BlackArrow, 1Rivendell Bow.

In general i think Daerons Runes are always better then playing all things 3 Off, but thats everyones taste maybe. Also i would play some Feint against Cards that lets attack Enemys from Staging or making Attacks vs. the starting Player. That happens in many Scenarios.

@Spellpierce feint doesn't really help against immediate attacks during the quest phase (which are the common ones), because it's a combat action. Close call would work, as you can probably make up the threat with Merry.
