With the cards that I have this is pretty much the best mono tactics deck I've come up with.
The main strategy is to get as much use out of eagles leaving play as possible. Boost Eagles of the Misty Mountains and Éomer at the same time, and if you're chump blocking with them you can also get an extra resource to Horn of Gondor.
Théoden can do some decent blocking in the early game with Golden Shield and I also tend to play this deck alongside a mono spirit deck that has Beregond so I also have Gondorian Shield in here for him but it can also go on Theoden if needed.
I don't find myself needing Grappling Hook all that often but if you dont need Éomer for combat and want to make a big push it's quite handy.
