/edit, update: If you want to explore a fun combo with Lothíriel, swap 1x Glorfindel and Windfola for 1x Éomund and 1x Herugrim - you'll be able to ready Lothíriel with Éomund and have her ready for nice combat swing, especially when she has her boosted from Visionary Leadership.
In hindsight, I would probably swap Windfola for 1x Valiant Sword regardless of everything else, just to make +dmg on Éomer more consistent.
OK, I've finally found the missing piece of the Éomer-Lothíriel combo. You just need Mablung.
First, you select your characters for questing and this happens simultaneously: quest with Éomer and Lothíriel and then trigger three responses: first put Mablung into play via Lothíriel. Then trigger Mablung's response that moves an enemy that was engaged with you to the staging area. Finally, trigger Éomer's questing response. If you manage to play both weapons on him, he will swing for 6-7. And +5 engagement cost often means that the enemy won't engage you back this round (at least if you didn't play Pillars of the Kings yet).
I've tried to make use of Pillars of the Kings here and if you pilot this deck well, you'll become pretty powerful with all the 40+ modifiers on your allies. Soldier of Gondor can draw insane number of Gondor allies with Lothíriel. You don't have to play Pillars of the Kings in the planning phase, play it in the combat phase so that you won't have to deal with enemy engagement if you are not ready for it yet. And remember, the remaining copies of this card will serve as threat reduction later on.
Gandalf is the only ally in this deck that Lothíriel cannot play with her ability. Horn of the Mark is important here, the ally that leaves play will basically replace itself in your hand.
Many people think that Terrible to Behold is, well... terrible, but in this deck it works wonders. You have many noble characters included, and this card synergises particularly well with Éomer (he gains a staging area target for a new round). Treat it as a safety valve or last resort "Feint".
PS: Play Steward of Gondor on Éomer so that he gets an extra from Visionary Leadership.
PS2: Playing Envoy of Pelargir with Lothíriel will give you a free resource that you can immediately spend with Éomer (should you need it).
Sideboard: These are cards are worth experimenting with. Captains of the West can be a good willpower boost. Need Drives Them can double down on your 40+ stuff.
If you don't want to play with Pillars of the Kings, swap it (together with Veteran of Osgiliath) with selected sideboard cards that you like.

I was looking for something similar to this because in the Saga Campaign I have Prince Imrahil with Rohan Squire Card. So, I am going to replace Denethor with him (Leadership Imrahil). Then I will play around a bit with it and I will tell you what.
