This deck is designed for a Campaign-style series. For this series, I play through the Core Set and Shadows of Mirkwood cycle quests. Damage carries over between quests and heroes that die are permanently gone. I can have up to three heroes and 20 other cards in the Sideboard. I can switch heroes at will, except the centrepoint of the deck. If I switch a hero out with damage, it keeps its damage counters for the next game it switches in again.

This deck is designed to soaking up damage first with Gimli to give him extra strength. If the attack is too big you can take the attack with threat via Frodo Baggins. Frodo of course can also take direct damage from encounter cards as threat during the quest phase. Thalin in turn damages or kills incoming enemies, and allows Gimli to deal with any weakened enemies left. Éowyn is sided in for either Frodo or Thalin if you need extra willpower or precise questing. The deck can quest decently to good depending on the configuration. Some Rohan allies in the sideboard can help improve questing power and add location control. This deck is also the one source for A Test of Will. Dwarven Tomb help keep these cards in your hand.

The rest of the deck helps with combat. It contains the excellent Eagles allies Winged Guardian and Vassal of the Windlord. They are also supported by the staple Gondorian Spearman and Veteran Axehand (that can be buffed by Dáin Ironfoot from the other deck. The action advantage from Westfold Horse-breaker and Unexpected Courage is mostly used for Gimli, so he can destroy multiple enemies per round.

The Galadhrim's Greeting is very necessary to deal with all the threat you will likely accumulate over the course of the game from Frodo's ability and some quests.
