This deck is designed for a Campaign-style series. For this series, I play through the Core Set and Shadows of Mirkwood cycle quests. Damage carries over between quests and heroes that die are permanently gone. I can have up to three heroes and 20 other cards in the Sideboard. I can switch heroes at will, except the centrepoint of the deck. If I switch a hero out with damage, it keeps its damage counters for the next game it switches in again.

This deck requires excellent questing support, because it does not add much willpower itself. Faramir is the exception to this, as you can quest with the many allies you put down and boost their willpower to get a respectable total. Born Aloft can be used on both Gandalf and Snowbourn Scout to keep them supporting the other deck(s) or put them on other players' characters to reuse their ability. Sneak Attack either Gandalf or Descendant of Thorondor to deal with enemies that stay in staging.

The deck can deal with big enemies. It has small chump blockers, mostly Eagles, that attach themselves to Eagles of the Misty Mountains after getting destroyed to power them up. Support of the Eagles sometimes is a bit awkward because it is best used on Imrahil, but he is not a Tactics hero. So either you put it on Thalin or you put a Song of Battle on Imrahil to make him into one. Keen-eyed Took can be a repeatable one-time readying effect for Imrahil, though this can of course also be achieved with Sneak Attack and Born Aloft.

Radagast can give you some extra resources, making the player more flexible, as well as healing Eagles of the Misty Mountains. Horn of Gondor and Steward of Gondor are essential to pay for the expensive allies. I put these items either on Thalin or Théodred, depending on whether or not Théodred has a Song of Battle.
