This is part of a 4-deck themed fellowship, and is based on one of my favorite decks to play, a deck that regularly runs through every card in the deck, can recur Host of Galadhrim without feeling trivial to do so, can generate up to 8 resources per round with Hidden Cache + Expert Treasure-hunter + Wizard Pipe, Steward of Gondor, and Council of the Wise, and can drive down its threat while questing for multitudes and taking out enemies. This deck doesn't quite reach those heights, due to the need to have uniques where they will be most helpful, but is still quite solid.
Celeborn quests and provides table-wide boosts to Silvan allies entering play. That's about it. Galadriel is always amazing. She can either use her 4 if Nenya is attached, or she can use her ability to allow any one player to lower their threat by one and draw one card. Having the highest starting threat of the 4 decks, that action will primarily be used on this deck. It is best used when trying to fish for an event that can be played from the top of the deck with Gandalf, which provides pseudo-card draw, the effect of the event, and a bonus from Council of the Wise.
Speaking of Council of the Wise, this really elevates some events. We Are Not Idle, for example, can still be used to draw a card, but if you're playing it from the top of your deck with Gandalf's ability, then you draw the next card down (which makes it essentially a free draw 2 card, as the results are one more card in hand and another on top of your deck that you can play), and you can lower threat, or gain a resource, or draw another card, depending on what you've already done that round. 0-cost draw 3? Yes, please and thank you.
Mulligan for one of Song of Wisdom, Nenya, or Wizard Pipe. 1x each of Nenya and Wizard Pipe are also included in the Glory of the Eldar Days deck, but that's not a Mulligan target there, and if you don't have access, it's pretty easy to stall out, though with Gandalf, Galadriel, and the draw from Council of the Wise, it typically doesn't take too long to find one of them. If Elrohir has an Armored Destrier and an enemy engaged, try to use Gandalf's Staff on a different enemy's shadow whose attack will be resolved first, so you can have multiple no-risk defenses.
Hithlain is a card that almost never seems to be used. It's very slow in solo, but in 4p without any Northern Tracker, it can be good to slap on a location and just whittle it down over time, especially with two Silvan decks to help.
And yes, we have Gandalf, the only character I've included in the entire four decks who doesn't have the Noldor or Silvan trait. But, he is beloved by the elves, and very involved in supporting all of the Free Peoples of Middle-Earth. I've included Narya, but there are sufficient heroes and ranged allies that I've not used it much. Still, getting two uses out of Legolas so two cards can be drawn, or readying a Daughter of the Nimrodel for extra healing, can be quite useful.
