At the end of the first age, Elrond Half-Elven and his brother, Elros, were given an irrevocable choice, the Doom of Men or the fate of the Elves. Elrond, having chosen immortality, yet tarried in Middle-Earth, and his children were afforded the same grace, to either leave when he does, or to remain in Middle-Earth and become mortal. While Elladan and Elrohir choose to go to Valinor (though not on the same ship as their father), Arwen remains with Aragorn, and tastes the bitterness of her choice ere her own death in Lorien.

This deck is part of a four-player Fellowship using only up to 3x of each card, which requires some compromises, and certainly some changes would be made to make this a solo deck. This exercise is left to the reader.

Elven Mail is extremely important, as the only way to get Sentinel on Elrohir. This is a primary mulligan target. Elven-light and an otherwise good opening hand may also suffice. Prioritize defensive attachments on Elrohir, and don't worry about your threat reaching the 40s, as this will boost Shining Shield and Valiant Sword. Another deck should be able to play a Cloak of Lórien on Elrohir too.

Elladan gets offensive attachments, such as War Axe, Valiant Sword, and Elven Spear, amongst others. Rivendell Bow can also go well on Elladan, though with the amount of ranged the Sniping Silvans deck has, it's not really necessary. Unfortunately, neither Haldir of Lórien's nor Argalad's abilities is a "ranged attack", so the Rivendell Bow is not a priority if a second one comes into your hand, though it will boost their attack by one for a regular ranged attack.

Arwen Undómiel is going to be questing, so Celebrían's Stone and Silver Circlet are the best restricted attachments for her. Others are included that will work fine if you can't find these.

Many of the attachments can go very flexibly on many of your heroes. Flipping the contract will boost Arwen Undómiel's willpower (and her brothers', but that's less relevant) and give easy access to a bit of healing, so playing a restricted attachment on a hero that won't use it long-term is worth it to flip the contract.

Steed of the North can help one of the twins (preferably Elladan, there's always a risk of an enemy attacking from staging during the quest phase) to also contribute willpower. Bow of the Galadhrim will go on Haldir of Lórien, and if you get a third copy, then feel free to attach one to Argalad for a bit more direct damage fun. If A Test of Will is in hand, save a resource for it.
