Designed for multiplayer scenarios with emphasis on attacking enemies in the staging above all else.
At first glance, having four heroes while running Forth, The Three Hunters! appears to be a handicap. While that original assumption isn't altogether wrong, having an additional hero does provide a significant boost to the ceiling of the deck. In a perfect world, starting with all attachments in hand, the idea distribution would look something like the following
Herubrand: Herugrim, Firefoot, and Snowmane
Éomer: Andúril, Onward Into Battle, Magic Ring, Spear of the Mark, [Steward of Gondor],(/card/01026)[Strider], Heir of Mardil, (/card/12091), Unexpected Courage, and Valiant Sword
Glorfindel: Ancestral Armor, Asfaloth, Hauberk of Mail, Light of Valinor, Rivendell Blade or Valiant Sword, Shining Shield, and Unexpected Courage
Haldir of Lórien: Double Bow of the Galadhrim and Rivendell Blade
That being said, in practice the goal is to get 2 restricted attachments on each hero, so distributing attachments evenly and maximizing eligible future attachments is the singular most important part of the deck. Consequently, the initial hand should prioritize attachments applicable to multiple characters or strong card draw with something to enable forays into the staging area. Once flipped, Herubrand should be between 10 and 13 questing by himself, which translates into an attack with Herugrim, distributed onto a second enemy with Firefoot. The Rohan steeds can be attached based off of prior attachments drawn, but Herugrim should always end up on Herubrand. Eomer should also be questing every turn and attacking at least whenever he can destroy something in the staging area, with Rohan Warhorse making more sense on him since he can use it to ready during questing, and since Herugrim only allows one attack, making it more practical with Firefoot.
Glorfindel is set up to eventually be a defender (as uncouth as that is), but as he requires multiple attachments to become serviceable, this is the perhaps weakest area of the deck. Consequently, this deck would like to be paired with a defensively strong deck with Sentinel and potentially some healing to offset damaging effects until Forth, The Three Hunters! can be flipped.
There is a some amount of threat reduction in the form of Elrond's Counsel, Secret Vigil, Double Back, and Favor of the Valar, but it can still be susceptible to high threat scenarios. The other main weakness is taking too long to acquire attachments, hence why Daeron's Runes, Peace, and Thought, and Open the Armory are included. Along with Herugrim's ability, their should be decent card draw. Overall a deck that makes use of benefiting from questing and attacking enemies preemptively.
V2: Adjusted distribution to provide more redundancy between equitable items. Added Heir of Mardil, to provide three cards (including Strider and Steward of Gondor) to ensure Anduril is playable. Snowmane and Onward into battle can be equipped based on whichever hero of the mark requires a restricted attachment, and Spear of the Mark was introduced was similar redundancy. More direct threat reduction was added since the deck requires more time to get up to speed, as pointed out by Doomguard.
Huh, this honestly looks pretty wicked. Good stuff, might give it a try.
