A highly streamlined, S-Tier tri-sphere Rohan deck optimized to crush high-difficulty scenarios in true solo play. By pairing a rock-bottom 27 starting threat with the resource dominance of Steward of Gondor, this deck turns Éomer into a multi-killing combat machine.
The S-Tier Economic Engine
Théodred’s Battery: Commit Théodred to the quest on Turn 1 to pass a free resource to Éomer. This guarantees 2 Tactics resources every round to deploy attachments instantly.
The Steward Flood: Legal access to Leadership unlocks Steward of Gondor. Attach it to Théodred or Éowyn to generate infinite resources for high-cost allies (Gandalf, Éomund).
The Éomer Combat Blender
Controlled Sacrifice: Defend with a cheap ally like Snowbourn Scout. Their destruction activates Éomer's built-in +2 Attack boost.
The 9-Attack Mega-Strike: Declare Éomer as an attacker and exhaust Gúthwinë. Combined with Firefoot, Éomer swings for 9 Attack single-handedly.
The Infinite Loop Trigger: Destroying the enemy triggers Gúthwinë, pulling a dead Rohan ally (Éomund) from your discard pile back into your hand. The Reload: Play a 0-cost Foe-hammer, exhaust Firefoot, and draw 3 fresh cards.
The Multi-Kill Trample: Assign excess overkill damage to a secondary enemy via Firefoot. Once they fall, exhaust Rohan Warhorse to instantly ready Éomer for another attack.
Opening Mulligan Strategy
KEEP: Steward of Gondor (top priority) or Westfold Horse-breeder (to search out your mounts).
HOLD: Any hand with two primary attachments (Firefoot, Gúthwinë, or Unexpected Courage).
MULLIGAN: Hands flooded with events (Feint, Foe-hammer) or expensive allies without any weapons on the table.

Your points about the Restricted keyword clashing were spot on. I was definitely clogging Éomer's grid with dead cards. I’ve officially dropped the Spears of the Mark to clean up those attachment ratios. Regarding Théodred passing resources to Éomer, there is actually a deliberate interaction here using Éomund. Because this deck aggressively forces Éomund to chump-block and die during combat, his leaving-play ability instantly readies every single Rohan character on the board. This allows us to safely commit Éomer to the quest phase alongside Théodred to secure that early-game Tactics cash, knowing Éomund's inevitable sacrifice will stand Éomer fully back upright in time for the counter-attack. That being said, your note about card draw was very accurate for the initial build. I have adjusted the event chassis to improve hand velocity and smooth out the tri-sphere resource curve based on your runtime feedback. Some suggestions: Theodred can't pass resources to Eomer, unless Eomer is questing (which you probably dont want to do). You mention exhausting Firefoot to draw cards with Foehammer - I think you mean Guthwine (which probably is exhausted to trigger its own effect). If you have Guthwine, and Firefoot, you won't have Rohan Warhorse to ready Eomer, as that would be 3 restricted slots. Im also not sure the purpose of Spear of the Mark, without any way to attack into the staging area. Ceorl is mainly a multiplayer ally, but could be useful with Steward of Gondor on Eowyn. I played it in Journey along the Anduin - had fun, but struggled with card draw, and had too many restricted cards for Eomer.
