Starting from TheChad's solo core + Mirkwood cycle deck here: https://ringsdb.com/decklist/view/25212/firstcycledeckbuilding1-1.0

This feels, from a new player's perspective, like a better starting point than just the RCO core set content. Mirkwood has a few really good options that make things more interesting, like Eagles! I think it's more fun to start from the whole cycle's content in a progression playthrough than one pack at a time, giving you a lot more flexibility.

The goal is to get Song of Battle on at least Denethor and at best Éowyn, too. This helps pay for the expensive Eagles of the Misty Mountains which get beefed up by Vassal of the Windlord and Winged Guardian. Use The Eagles Are Coming! to get more eagles in your hand, playing them and discarding them to tuck them under aforementioned Eagles of the Misty Mountains.

The Favor of the Lady helps to bring Éowyn's WP up at critical times when you don't have West Road Traveller on the board.

Henamarth Riversong and Gléowine are included for obvious reasons for some extra card draw and scrying. I only included a single copy because even though they could be discarded for Éowyn's ability, there's enough duplicates in the rest of the deck to provide fuel.

Mirkwood is amongst the cheapest of the out-of-print content to get for new players, so this deck shouldn't be too hard to put together. You could always proxy cards you don't have, as well!
