This is the Hobbit Saga deck I've been using to GREAT success. Thus far, I've defeated every scenario up to and including Helms Deep with minimal difficulty. It's designed to be a solo saga deck.

General Strategy: Beef up Sam with defense, Merry with offense, and Pippin with resources. Get Rosie out and get fast hitch, sword-thain combo going.

Starting hand - mulligan for Steward and/or Resourceful. You can play Resourceful turn one and apply its secrecy bonus right away without having to use Gandalf to lower your threat.

Uses for cards: -Gandalf: Almost exclusively used to lower threat. Save him in time of need and wait until you have a sneak attack to be able to use him two rounds in a row

-Henemarth: Best card for solo decks

-Master of the Forge: EXCELLENT for this deck (26 cards of the deck are attachments). Get 1-2 out and get things rolling

-Quickbeam: Cheap and an amazing quester/attacker

-Rosie: Get her out, save fast hitch for her and then Sam so you can use her ability twice. If she's a hero with Sword-Thain put Celebrian's Stone on her and Song of Hope, Resourceful to really get her going. She can beef up Sam ridiculous levels or spirit and defense if need be.

-Treebeard: Great defender/quester. Help pays for the other ents you have in your deck

-Warden of Healing: Excellent card. Celebrian's Stone: For Sam or Rosie (if made a hero)

-Dagger of Westernesse: 2x on Merry

-Fast Hitch: Rosie/Sam. Not restricted to 1/hero so I double up on Sam if I have the 3rd out

-Fellowship of the Ring: SO GOOD for this deck. You rarely lose characters so it's an incredible card for Frodo.

-Friend of Friends: Made all the better with Master of the Forge. Easy to get out. Usually put on Sam and Rosie (or Merry if Rosie isn't a hero yet)

-Glamdring: This is a recent add. Can be tricky to put out. You can use Henemarth to see if what you're guarding with it is too Nasty or not. Very powerful on Merry/Aragorn if you get it going.

-Hobbit Cloak: Goes on Sam (without saying)

-Resourceful: On any hero except for Rosie. Use this to fuel Rosie and/or Song of Hope. You don't need this for Merry at all.

-Song of Hope: Pipping/Sam/Rosie (if a hero). Great to push quest value to help control your exact values to meet quest needs.

-Staff of Lebethron: Sam. Usually only need 1x. If Sam is defending a bunch do 2x, but later on with all the Boons he usually doesn't need it.

-Steward of Gondor: Put this on Pippin. Lots of expensive green out there. Used to fuel multiple warden of healing's per turn and song of hope as required to help with questing

-Sword-thain: Rosie - I used Rosie to get sacked by the Great Bridge so I didn't lose any heroes from my Campain Pool.

-Frodo's Intuition: Ridiculous on a solo hobbit deck. 4-5 card draw is insane.

-Sneak Attack: Reserved for Gandalf to lower threat x2

Side board: -Used to sub out ring bearer cards when Frodo's not in the picture and tactics cards (I chose Merry to be captured).

Boons -Mr. Underhill

-Old Boey Stories

-Ho! Tom Bombadil

-Tireless Ranger (for Sam)

-Sting (for Sam)

-Anduril (for Aragorn when he comes along)

-Phial of Galadriel

-Forewarned (on Sam)

-I didn't have a Hero to revive for Beyond all Hope so I didn't go that route

Burdens: -Gandalf's Delay

-Flight to the Ford: Used @TheChad's tactic of Out of the Wild, Shadow of the Past to avoid any burdens there. I also threw in Miner of the Iron Hills for that quest to help that along if I got The Weight of the Ring burden.

-Pursued by the Enemy (I later discarded this one by exploring Seat of Seeing in Breaking of the Fellowship because of the shadow card)

-Overcome by Grief

-Ill Fate

Other Notes: We'll see how the rest of the Saga plays out, but thus far this has been REALLY powerful. For example:

On Helms Deep I had Sam defending for 12, discarding shadow cards with Forewarned and Staff of Lebethron, and dealing damage back with Sting. Merry and Aragorn attacking for 15.

-Sam: 1 Base, +1 Ability, +1 Tireless Ranger, +1 Sting, +1 Friend of Friends, +2 Hobbit Cloak, +5 from Rosie (2 base, +2 Celebrian Stone, +1 Friend of Friends), and +1 for Deeping Wall as the active location.

-Merry: 0 base, +4 Hobbit heroes (Rosie is a hero), +2 Dagger of Westernese x2 (+4 Total)

-Aragorn: 3 base, +2 Dagger of Westernese, +2 Glamdring

Every enemy I engaged couldn't hit Sam, I could one shot it with Aragorn and Merry and I would draw two cards (Pippin and Glamdring) every combat phase.
