Both Rohan and Eagle allies have a lot of synergy. They both like to leave play a lot.
This makes Eomer very strong. Cards like Firefoot and Swift and Strong allow him to dominate the field of battle.
Eowyn gives a nice boost to questing. Beregond and Vassal of the Windlord create a solid wall. When you have a lot of enemies engaged Eomer can tear through them all.
