Hobbit deck with some sidequests. Built to use as few duplicates as possible, with plenty of fetch cards to pull out exactly what is needed. Intended to be used with a Fellowship Frodo to play the early Saga Rings quests (see sideboard).

Attach Hobbit Cloak, Staff of Lebethron and (at least one) Fast Hitch to Sam.

Attach both Legacy Blades to Merry, and complete the side quests ASAP, and he will attack for 9 (or 10 with Frodo), and maybe attach a Fast Hitch.

Get Rosie out, and attach a Fast Hitch, Sword-thain her ASAP then attach Song of Hope and Protector of Lorien to boost her willpower with the extra resources and discarding any fetch cards you no longer need. Rosie is intended to boost Sam's defence, but once she has Fast Hitch, can also boost his willpower during questing.

Thalion can supply extra neutral or leadership resources, and can help buy allies of any sphere when The Storm Comes is in the victory display. (Same applies to Rosie, but best to use her resources to boost her willpower.)

Use The Storm Comes to recycle Gaffer every turn if necessary, or to get a Halfling Bounder into play quickly. Use The White Council to recycle Halfling Bounder (or Gandalf or any key ally, should they die).

Don't be afraid to use Gandalf for more than just threat reduction! Using him to draw three cards early in the game could prove more useful. The Shirefolk is the main threat reduction in this deck.

Get Halbarad into play (using his inbuilt discount, and The Storm Comes) and threat becomes much less of a problem. He can be used to cheat extra enemies into engaging you, triggering Sam's and Pippin's abilities multiple times. You should be able to defend several attacks with Sam (Fast Hitch, and Taste it Again), and make two attacks with Merry if he has Fast Hitch (and don't forget to use Merry's ability at ready a character attacking with him, if you can).

The search cards also help Curious Brandybucks find their way back to the top of the deck more quickly!

There is healing in the sideboard if needed, and also sneak attack (if you need even more Gandalf). I also included Word of Command as an alternative fetch card: use it in the Refresh phase, after Gandalf has readied, but before he is discarded!

Forgot to mention another user for Halbarad: Because Hobbit decks tend to require low threat to work, and because you can only optionally engage one enemy per turn, Sam only gets +1 boost to each of his stats, and Pippin only gets you one extra card. With Halbarad you can afford to let your threat creep up, maybe optionally engage a higher threat enemy, and let any lower threat enemies engage automatically, and then get their engagement cost boosted by 10 by Halbarad, and (if you worked it right) trigger Sam and Pippin's abilities multiple times! You can use Sam to defend multiple times, readying him with Fast Hitch and Taste it Again. And attack with Merry (plus an ally, or a boosted Sam), and ready Merry with Fast Hitch, and the ally/Sam with Merry's ability, and they are ready to attack again.

Also forgot, Rosie is mostly there to boost Sam's defence if necessary, but once you have a Fast Hitch on her, she can contribute to questing as well (preferably by boosting Sam's willpower).
