Warden of Arnor 5911
Designed as part of a two-deck fellowship. The other deck might work solo with slight tweaks, but I really don't think this one would as it's designed too much with support in mind and can't really kill its own enemies. A lot of the attachments are intended to be played cross-table, perhaps most notably Steward of Gondor) onto Théoden. Between the Mounts and the Songs and a few other cards, every hero in the fellowship can end up with powerful stats and multiple actions, so long as you can draw and play things to get set up fast enough.
