Had to change up my Cidran deck to beat City of Corsairs solo, but wanted to keep things thematic with the story so made this puppy. Fun times.

Go with the N'arlena ship for the -1 cost ally, decide mulligan with threat reduction and resource attachments in mind. You want to sneak in just under 20 threat as early as possible to avoid engaging The Storm Caller with Mablung ideally first turn. Buys you a short window, to get a Gandalf landing that can drive you down to 18. Erestor's power with some other cards will allow you to curate your set up a little more than usual and tailor it to the situation throughout the game, which makes him a really fun and flexible hero imo.
Getting Long Defeat slapped on the Stage 1 quest can be nice for a splash of healing going into Stage 3, incase your ships have taken on some damage and explode on you. I find I usually need to quest at least a little bit with Dreamchaser to get the oomph for that 15th progress point, which can be harrowing. Grappling Hook can help a lot too.

Na'asiyah gets decked out with Raiment of War, or Horn and War Axe.
Keen Longbow is fun on Erestor, so he can use his own soon-to-be-discarded draws as arrow-ammo. It also sets him up with the ranged keyword, so he can knock out Raiders in the staging area with Hands Upon the Bow, which is very helpful.
Elven Spear on Glorfindel for same idea, let your discard-destined cards become damage-destined ones. Those two weapons are super satisfying in this build. It's always fun to make Glorfsfaloth happen when you can too.

Other: Revealed in Wrath is awesome for neutering Corsairs and their resource-nabbing shenanigans, which slows down Sahir's whole end game engine, and it's a slam dunk if you can get Thor's Key lined up on Shattered Monument when it hits the staging area in 4B.

You likely have some Skyward Volleys in your discard by Stage 4 too, so light those puppies up and watch the pirate fireworks fly. Nobody steals keys from your friend's friends and gets away with it.

I am excited to try this deck. So far I've always been able to build a deck to beat every scenario in true solo mode, but this one has me stumped for almost a year!

If you don't like to use cards from sets released after the scenario, you'll need to find replacements for Keen Longbow, Silver Circlet, and War Axe. Will post the best replacements I can find...

Keen Longbow -> Ranger Bow Silver Circlet -> The Favor of the Lady War Axe -> Mithlond Sea-Watcher

Of course, these replacement cards are not as good, but they were available when the quest was published.

This deck worked very well compared to all the decks I tried to build. Need to protect my ships in 1B or keep some more characters around. ;)

In the end, I replaced all three of these cards with Rivendell Bow x3.
