Tested against Voyage Across Belegaer and won. Have to include Glorfindel from later packs because he is very powerful to play from discard pile with help from To the Sea. Galadriel add her willpower to Arwen Undómiel and then use Fair and Perilous is a powerful combo. Once the allies are out, use Lords of the Eldar to do a huge turn for either quest or combat.

Note that the the combo with Fair and Perilous and Nenya does work only during the Quest Phase, since Nenya is a Quest Action.
A boost during the quest phase is not that useful except maybe for battle quests or attacks out of combat (like Hands Upon the Bow).

Good point! I didn't realize Nenya only lasts for the quest phase... Fair and Perilous could still apply to Glorfindel though.
