I'm missing some core creatures so you may be able to tweak to suit your card pool
Early game: mulligan for Radagast's Staff, light of Valinor, Protector of Lorien, Asfaloth, Silver Harp
Radagast's Staff lets build the board very quickly and pay for any/all creatures you draw each round through Erestor. Use Protector of Lorien to get the most out of cards you can't afford, preferably on Glorfindel then Radagast. Silver Harp to smooth your hands between two rounds if there's a card you want to delay playing by a round.
Steed of Imladris, Asfaloth, Protector of Lorien should help you manage locations both staging and active.
Late-game: If you manage your eagles well and use Will of the West, you can end up with some very leveled up birds.
