Really wanted to play some Legolas. It turns out Road to Isengard is a scenario where he works really well!
Use Legolas, Northern Trackers, and an Ent of Fangorn to explore locations without questing successfully. After exploring the five locations, use Ethir Swordsman to cut through stage 3's 15 quest points.
Legolas can hit high values with Black Arrow, Elven Spear, and Bow of the Galadhrim to put damage on Saruman (just be wary that he is impervious to Rivendell Blade!).
The Aragorn Fellowship hero is useful to make sure you have a defender up or enough attack power in the combat phase. Pass a resource to him with Arwen to help him use his ability. Blood of Numenor can also make him a decent defender.
The biggest dangers are sources of damage like archery and treacheries, as well as threat (since you'll deliberately quest unsuccessfully). Use Honour Guards to protect your questers, and try to send Northern Trackers to soak damage in quest phase. You don't want to lose your heroes or an Ethir Swordsman. Use Galadhrim Greeting and Gandalf to lower threat.
Also note you will have to quest successfully sometimes, such as to deal with Gates of Isengard.
