It looks like you may have resource issues for the Valor events. Veteran of Osgiliath isn't very good even in Valor, since the defence is all but useless as well as HP, meaning you are paying 3 for 2 and 3 but only if you have managed to crank up your threat. Envoy of Pelargir is an excellent chump, and very good at resource smoothing.
