This deck relies on the interaction of Gimli and Legolas combined with the questing power of Eowyn. Steward of Gondor is good to have in the opening hand, and generally is played on Gimli to position him to buy some of the pricier leadership cards. Gimli gets all the defense that he can, as he becomes the primary defender once he is buffed, and then readies Legolas, who gets all the attack power that he can. Arwen is great to get in play early to boost Gimli's defense, and the Sneak Attack/Gandalf combo and Galadriel's Handmaiden help to control threat.
