I like this card. It replaces itself usually pretty quickly. It's an easy attachment to discard vs encounter cards that make you discard attachments. Most importantly, it's fun. There's an interesting decision to be made when your deck may skew say in favor of allies so statistically you're more likely to draw a card if you name ally, but the cards you really need most are something else. The card obviously loses value if your deck is closer to 1/3 1/3 1/3 allies/attachments/events which can happen sometimes. The card works great with scrying effects too, though hero Gandalf decks rarely need more card draw. Lastly, it's excellent cross table as it can go on any questing hero and non-Lore decks may struggle with card draw.

A fun thematic card that for better or worse really wants to be part of a combo. On its own, it provides somewhat inconsistent card draw -- you have to quest successfully and guess correctly on the top card of your deck. If all you want is something for card draw, there are plenty of better alternatives.
However, if you add deck scrying it now becomes guaranteed one card per round so long as you quest successfully. So if you're planning on using Imladris Stargazer anyway, this is great. Hero Gandalf also makes this card an easy include for this reason, and an auto include for the next reason.
My favorite combo is with scrying plus Hidden Cache -- now, instead of card draw, it generates two resources on any of your heroes. If you have a way to get Hidden Cache back on your deck, say with Gandalf's Staff or Gildor Inglorion, that combo is now better than Steward of Gondor because you can direct the resources to any hero.
