Sword That Was Broken is The Red Book of Westmarch (http://hallofbeorn.com/LotR/Details/Red-Book-of-Westmarch-TLoSo). Dwarf Pipe is Spare Pipe (http://hallofbeorn.com/LotR/Details/Spare-Pipe-TLoSo) Free to Choose is Smoke and Think that can helps paying expensive cards once you have 2 or 3 pipes (http://hallofbeorn.com/LotR/Details/Smoke-and-Think-TLoSo)

Tom Cotton gets the One Ring, Well preserved, the Boots, a spare pipe and the Staff - so he can reach 7 hit points (with Bill the Pony), can discard shadow cards and can be completely healed each turn!

Merry gets a fast hitch and a dagger. After the first couple of turns, I use Merry for threat reduction.

Sam gets the Red book, a spare pipe and a dagger.

Folco gets... nothing more than a Resourceful to be able to play Gaffer. I usually do not trigger Folco's hability and use him for his low starting threat effect.

Card draw is through Daeron's rune, drinking song, Gandalf, Hobbit Pipe, spare pipe, Raise the Shire, Odo Proudfoot, Timely Aid.

Threat is managed through The Shirefolk, Merry and Elvenses (which is impressive from mid-game with plenty of hobbits to remove from the quest). Eventually with Gandalf, although I prefer to use him for card draw or killing enemies. I frequently end the games around 15 threat.

I noticed that after a few turns, I had a lot of resources, so Treebeard and Thalion are expensive neutral allies to be paid with those resources (as well as Gandalf)
