Here are three decks built to complement each others strengths and weaknesses, as well as take specific roles during a quest. The Calvary is straight up Rohan build that is heavy Spirit, contains threat reduction, treachery cancellation, and heavy questing power. The deck can also hold it's own in combat. The Defenders of the City is Tactics/Leadership Combat/Support deck that is designed to buff Gondor allies and take the brunt of engagements. Denethor is an incredible hero and really sets the tempo against whatever quest you are facing pretty quickly. The Defenders of Osgiliath breaks theme a bit with Ents and Dwarves in the mix, but I really wanted to take advantage of Faramir's ability to ready allies, as well as Bifur's ability to smooth resources and get those traps out on to the table. With Gather Information, Heed the Dream, and other card draw effects, you should be able to facilitate enough draw for all three decks to get what they need, when they need it. Aside from that, there is healing and direct damage to be able to contribute in the late game. These decks are built with two Core Sets and the card pool up to Flight of the Stormcaller.
