In solo, mulligan for Light of Valinor or Steed of the North as either of these will let you quest someone besides Arwen, which will be crucial for getting through the first few rounds.
If you're playing multiplayer where someone else can help quest, then mulligan for Elven-light to prevent yourself from getting stuck topdecking.
If you are having trouble with willpower, add in The One Ring and Power of Command. If you are having trouble with shadow effects, add in The One Ring and Inner Strength. If you having trouble getting the contract online quickly enough, add either (or both). The One Ring is restricted so it's one less restricted card you need to find.
