My Idea of this deck is to control my threat so that Gandalf can stay in long as possible.
Key Card for opening hand is going to be Light of Valinor. This is important to keep threat low while being able to quest with Glorfindel. The other 2 card that would be nice to find in an opening hand is Elrond's Council plus Resourcefulness. This can push us into Secrecy for cheap Resourcefulness.
This deck is not yet tested but seems to have some good bones to get it started. I removed some allies hoping that the toolbox will make up for the amount of bodies in the deck.
