This is the deck I built to accompany my Visions of the Palantir strategy article on how to beat City of the Corsairs in solo.
Basic idea; stay in secrecy throughout the first stage and don't engage the Stormcaller, or any ships for that matter. Meanwhile, build up your board state by leveraging the secrecy mechanic (and the ship Narelenya) to play 2 allies a turn on average. Once you have about 5+ allies that you can dedicate to sailing, slow play phase 1 until you are built up enough for the final battle with Sahir.
Breeze through stage 3 pausing only long enough to build up your board state if you need to, and ensure that no active locations and no enemies are in staging before progressing to stage 4.
If you have done all this correctly, Sahir should pose little problem for you.
