Yeah, I figured I had to throw in Ioreth for the fact that she's free and can provide healing (and with Elrond, can heal anyone to max health). The rest of the allies are... er... awfully expensive. Luckily we have a couple ways to remedy it:
Arwen-- discard duplicate uniques. This deck is loaded with them. That gives you one resource.
Elrond + Kahliel -- These guys can ignore spheres for your Harad crew.
To the Sea, To the Sea! -- Again, discard duplicates or Harad crew.
Steward, the faithful.
Man the Walls
Once you've got your nine in, you are pretty set to go. There's a lot of readying in this deck, and with Erestor, Elven Light, Gildor, and Prepare for Battle, I wouldn't be surprised if you get all your cards out of your deck quickly. That makes Kahliel's Headdress an excellent addition, as it guarantees someone for readying. You can also defend with Jubayr with no fear. Vilya for Valiant Determination is a big pick up because any of these allies, once given the +1 (+2 for Headress and Harad) would benefit from combat and questing.
A teammate can carry Southron Refugee to help you out -- you cannot include in this deck because of the fellowship.
Edit** I put Valandil instead of Mardil...
