This deck is built around some of the Ranger trickery such as traps and Mablung. It also emphasizes the heroes engagement area/quest area mechanics (Thalin's damage, Dunhere's attacks, Damrod's card draw). I am leaning very heavily on my three heroes with conditions, equipment, and weapons for all three, so I may sometimes be disappointed. With the strategy of playing into my heroes' strengths, I am deliberately light on allies and events. Keep in mind that I only have two core sets so some things (Unexpected Courage, Hennamarth Riversong) are limited to two cards only. Ought I have more in the way of resource generation/engine efficiency? Should I sacrifice some attachments to add more allies? Comments welcome!

I think you’re going to need a lot more willpower if you’re not in multiplayer, which would come from allies, but I don’t know if you plan on using this deck in solo. I think you’d do just fine in terms of resource acceleration. The only cards that cost more than two are Saruman and Citadel Plate.

Thank you for the comments, Wandalf. This deck would mostly be used to play 2-player with a friend of mine playing a mono-Spirit questing and threat reduction deck. With the goal of keeping threat low, is there another hero that I should substitute that still accomplishes what I want with this deck?

This seems like the easy answer, but you can't argue with pure power. Tactics Eowyn would boost your willpower and lower your threat. You'd sacrifice a good chunk of direct damage from the loss of Thalin, but Eowyn's double boss-kill is worth it to me. You could also run Golden Shield to turn Eowyn into a solid hero defender, which this deck lacks.
