So much jank, but so powerful once you get it rolling. The White Counsel plays by their own rules.
Why all the cards? There is more than enough card draw. Between the mirror, the runes, treasure hunter, Gandalf shenanigans, Galadriel and entmoot, you'll draw more then enough. Oh yeah, and don't worry about threat. Galadriel negates the mandatory threat and Elrond's Counsel helps reduce it. Maybe put some threat reducing cards for certain quests, but you'll be fine if you can survive the first few turns.
Use Gandalf's pipe to get a zero cost card to the top of the deck, then use it for essentially a free card. Put Cache on top then purposely be wrong with expert treasure hunter for free resources. Unexpected courage + shadowfax (also flame of Anor and Lembas) means Galdalf can be used for pretty much everything with all the readying. Usually it is best to put all the free resources on Gandalf so he can play a card from the top of the deck frequently, as that essentially gives you a free card draw whenever he does that.
And how about those ents? Elrond gets these otherwise expensive units out for free, they get tutored with Entmoot, and have their 'enters play exhausted' negative negated with Narya. Unexpected courage + shadowfax (also flame of Anor) means Galdalf can be used for pretty much everything with all the readying. Use ents for defense, use Narya to ready the ents, then use them for attack. Or use Narya to ready the ents after bringing them in to have them commit to the quest for free via Galadriel. Between Elrond, Elrond's ring and Treebeard, the Tactics ents are easy to get out. In a pinch, put the free resources on Gandalf, then pipe a tactics ent to the top of the deck and pay for it using Gandalf. Ents are the best 'ally set' for the white counsel, in my opinion.
First priority: Get people their attachments. High priority targets are the pipe and the mirror for the card draw.
Second: you'll want the rings, preferably Elrond's and Gandalf's rings to get your ents rolling.
But really just attach attach attach. Next thing you know you'll be rolling over everything, but it'll take a few turns of setup.
