Priority is to get an Ancestral Armor, at least one Dunedain Warning, and an Armored Destrier on Halbarad to be a strong defender for stage 2.
Alternatively, Beravor can be the strong defender if have a lot of warnings early with A Burning Brand, but setting up Halbarad should be easier.
Aragorn should be first priority for spears and swords to get a strong attack.
Beravor really wants a Steed of the North so can quest or draw then be ready for combat.
Halbarad and Aragorn will be the primary questers. Early on save Aragorn's resources for setting up defense. After that, he can ready after questing with his ability.
Athelas should generally go on Amarthiul, Beravor, or Aragorn to heal whoever ends up soaking treachery direct damage. Best to spread around so whoever can be spared can do the healing.
